Justice Secretary Menardo Guevarra on Monday said that the guidelines on the protocol violators will be released this week after President Rodrigo Duterte ordered the arrest of those who are not wearing masks.
Guevarra said that the DOJ and the Department of Interior and Local Government (DILG) have finished the draft guidelines.
“The President’s order is part of the government’s strategy of strictly implementing health protocols, such as wearing of face masks, so that the spread of the disease is put under control and the full opening of the economy is accelerated,” Guevarra said.
According to Guevarra, the Philippine National Police (PNP) can start arresting violators despite the absence of rules and regulations from the DOJ.
“The President’s directive takes effect immediately even without the guidelines,” Guevarra added.
He said that local government units (LGUs) have their own existing ordinances pertaining to health protocols and the corresponding penalties.
“The best way to avoid being arrested is to wear face mask and obey the law,” he said.
Guevarra said arrested individuals will undergo inquest procedures from DOJ prosecutors.
