Australian held for abuse of minors in Cagayan de Oro



An Australian was arrested for allegedly drugging minors and engaging in sexual acts with them, in Cagayan de Oro City, police reported.

Suspect Matthew Aaron Clement, 42, was arrested during a raid in a house he was renting in Brgy. Canitoan, around 4:30 p.m. Wednesday, Northern Mindanao regional police director Brig. Gen. Rolando Anduyan said.

Arrested with him was a local resident identified as Julius Mandawe, 29.

Members of the Regional Special Operations Unit, PNP Anti-Cybercrime Group, city police, and City Social Welfare and Development Office carried out the operation against Clement.

“The rescue operation stemmed from the information provided by a confidential agent that an Australian national has been hiring female minors to his rented house, forcing them to use illegal drugs and have sex with them while taking their pictures and videos and uploading these online,” Anduyan said.

Month-long surveillance was carried out before the operation, he said.

During the raid, two female minors were found inside Clement’s house, along with sex toys, cellphones, two sachets containing traces of suspected drugs, and drug paraphernalia, Anduyan said.

Clement and Mandawe have been taken to City Police Station 7 for documentation and inquest proceedings.

The minors are now being taken care of at the City Social Welfare and Development Office, Anduyan said.
