The Department of Social Welfare and Development Field Office 5 (DSWD-FO5) is set to roll out the biggest financial assistance to families in crisis in view of the declaration of the enhanced community quarantine in Luzon due to the coronavirus disease 2019 (COVID-19).
Poor families in 1,148,000 households in the entire Bicol region are expected to receive P5,000.00 each to be coursed through the local government units based on a memorandum issued by the DSWD Secretary last 31 March.
However, President Rodrigo Duterte, in his message last 1 April, instructed the DSWD to take the distribution out of politicians, so appropriate adjustments may be made where a representative from DSWD, local social welfare and development office and barangay officials and volunteers may join the distribution.
According to Marygizelle Mesa, Regional Information Officer of DSWD-FO5, they have already distributed digital copies of the Social Amelioration Card (SAC) to the LGU of Bicol for printing with the corresponding bar coding on it.
DSWD Secretary Rolando Bautista, on the other hand, revealed that they will be using a combined distribution channel for cash distribution and that is the LandBank for 4Ps beneficiaries or Pantawid Families and DOLE for affected regular workers, household help and OFW, and the LGU/barangays for non-Pantawid families subject to such terms and conditions to be stipulated in a Memorandum of Agreement between the LGU and DSWD FO.
Mesa clarified that the SAC will just serve as a validation tool for unlisted families as they have already a data base of Family 2.0 or the poorest of the poor covering the Pantawid and non-Patawid families.
