4:30 P.M. SoNA 2019 was supposed to start at 4pm. Pres. Rodrigo Duterte reportedly just about to leave Bahay Pagbabago due to bad weather earlier.

4:44 P.M. According to PSG spokesperson Capt. Zeerah Blance Lucresia, “palabas na po BP (Bahay Pagbabago) si PRRD”.

4:57 P.M. Pres. Duterte has just arrived here in Batasan Complex via chopper.

5:05 P.M. Mr. Duterte making his way to the Plenary Hall.

5:06 P.M. The fourth State of the Nation Address started at 5:06 P.M. First Lady Honeylet Avanceña and Presidential Daughter Veronica Duterte were seen entering the Plenary hall.

5:17 P.M. DU30 starts his 4th SoNA by thanking all those who have supported him and his administration.

  • President Duterte: Believe me, I will end my term fighting.
  • President Duterte:  I ask the Congress to reinstate death penalty for heinous crimes related to drugs and plunder.
  • President Duterte: The president says he caused the resignation of more than 100 appointees of the government, stressing that “there is no sacred cow” when it comes to corruption in government.
  • President Duterte tells PAGCOR chair Andrea Domingo: Magpasugal ka pa ng marami.
  • President Duterte:  “We in government talk too much, act too little.”
  • President Duterte:  Simplify your services for your clients.He urges agencies with frontline services such as the SSS and BIR to simplify their processes. He even suggested for them to do it electronically.
  • Duterte to Filipinos: Be assertive. Kayo rin kasi sinasabi ko na sa inyo be assertive. Pag ikaw hiningan ng more than the required ng government, Ive been telling you mag-eskandalo kayo. Sampalin ninyo.
  • Duterte: Wala akong kaibigang mayaman. Ayaw ko ng kaibigang mayaman.
  • President Duterte commended the service of Sec. Arthur Tugade, Sec. Mark Villar and Sec. Carlos Dominguez III.
  • Duterte assured no corruption on the third telco deal.
  • There are currently 27-million enrollees from Kinder to Senior Highschool in the country, President Duterte says.
  • The government lend around P3-B worth of loans to s mall and medium-sized enterprises (SMEs) since 2017.

  • Duterte: There is a time for everything. Do not believe others, because they are not my friends. They are my political enemies… There is a time to negotiate, there is a time to quarrel… A time to antagonize, a time to make peace.
  • Duterte: Corruption is everywhere. If there is something wrong with my department, you are open to investigate.
  • The President mentioned amending the Salary Standardization Law — to include the pay raise of public school teachers. “Hindi malaki but it will tide you over.”
  • Duterte: Sino naninigarilyo dito? They should be exterminated from the face of the Earth.
  • Duterte: Davao has a very good 911. There are cameras everywhere that’s why we solve crimes immediately.
  • Duterte: I’m tired. Gusto ko na rin mag-resign. I’m not happy anymore.
  • Duterte: I am directing mayors and DILG to see to it that this is honored — all clearances, permits emanating from your office that need your approval must be out within 3 days.
  • Duterte: Economic losses P3.5B per day due to traffic congestion in Metro Manila. I reiterate my directive to MMDA and local officials to reclaim all public roads that are being used for private ends.
  • Duterte on Landbank: You are supposed to fund the agricultural endeavours. Bakit wala? Bumalik kayo kung saan kayo dapat: Helping the farmers. I will give you until the end of July.
  • Duterte: I reiterate my directive. My request, my pleadings to MMDA and concerned local officials in Metro Manila, ensure smooth flow of traffic: reclaim all public roads that are being used for private ends.
  • President Duterte seeks the implementation of mandatory ROTC for Grade 12. “I think military training will be good for everybody,” he says.
  • Duterte: We are now entering a period of consequences. Consequences of what we did and did not do but should have done. I assume responsibility for all of that. Though we can’t change the past, we won’t squander the future.
  • Duterte: Our goal for the next three years is clear–a comfortable life for everyone, for every Filipinos.

6:49 P.M. Senate President Tito Sotto and House Speaker Allan Peter Cayetano adjourn the senate meeting.
