Chinese rescued from kidnappers

The Criminal Investigation and Detection Group-National Capital Region (CIDG-NCR) on Friday reported that its operatives rescued a Chinese national kidnapped by two Filipino suspects in Makati City last Thursday.

According to CIDG-NCR head Col. Thomas Ibay, the 22-year-old Chinese, Jiang Fan Li, was saved by their operatives in an anti-kidnapping operation at Emilia Building on Batangas St. corner Uruguay St., Barangay San Isidro, Makati.

The suspects, identified as Lee Arvin Apostol and Brian Requintina, were also arrested by the authorities during the operation.

Ibay said the rescue operation stemmed from information from a concerned citizen, who appeared at the CIDG office at about 4 p.m. on the same day and reported that a Chinese national was being held captive.

A picture of the Chinese was also shown purportedly being maltreated while handcuffed, prompting authorities to proceed to the area, where they found the victim still cuffed to a bed.

A case for violation of Article 267 (Kidnapping and Serious Illegal Detention) of the Revised Penal Code against the suspects is being readied while further investigation is being conducted on the incident, including the affiliations of the arrested persons to any criminal group.

The suspects are currently detained at the holding cell of the CIDG-NCR in Camp Crame.
