‘Bagong Pilipinas’ rolling along
The administration of President Ferdinand Marcos Jr. framed the Bagong Pilipinas initiative not merely as a slogan but as a master plan for national transformation.
Will Bagong Pilipinas achieve its goal of economic and social transformation?
That is a subject of active debate among government officials, economic analysts, and political observers.
The full implementation of the Bagong Pilipinas (New Philippines) agenda aims to drive a comprehensive economic and social transformation to enrich and strengthen the country.
Core pillars of the agenda
The agenda focuses on specific strategic priorities designed to build long-term resilience.
1. Infrastructure Modernization: The Build Better More program approximates P9 trillion across 194 flagship projects. These target critical upgrades in public transportation, agricultural utilities (such as the Mahayag Dam), and renewable energy investments.
2. Decentralized Support: The administration launched the Bagong Pilipinas, Bawat Bayan Makikinabang initiative. It features an expanded P58.3-billion Local Government Support Fund (LGSF) remitted to towns and cities to secure food supplies and finance rural electrification.
3. Educational Advancements: The Bagong Pilipinas Merit Scholarship Program targets high-achieving public and private school graduates entering priority fields like STEM, agriculture, health, and teacher education.
4. Bureaucratic Efficiency: Grounded on the Philippine Development Plan 2023-2028, the agenda champions e-governance, digital public service portals, and open governance tracking.

1. Economic Growth: A targeted gross domestic product (GDP) expansion of 6.5 percent to 8.0 percent annually through 2028.
2. Poverty Reduction: A goal to reduce poverty incidence to a single-digit rate of 9 percent by 2028.
3. Income Status: Elevating the Philippines to upper-middle-income country status.
4. Unemployment: Lowering the unemployment rate to a range of 4 percent to 5 percent by the end of the term.
An official progress report released by the Presidential Communications Office emphasized that early strategic reforms recovered growth momentum, reduced the country’s fiscal deficit to 5.7 percent in 2024, and boosted revenue efforts to their highest levels in over two decades.
Proposed highlight programs like the Build Better More infrastructure agenda and Pambansang Policy Para sa Pilipino housing initiative are key drivers.
Independent assessment and hurdles
In contrast, independent analysts and socio-political observers point out deep-seated structural issues that make full achievement highly challenging. According to the BTI 2026 Philippine Country Report, several acute vulnerabilities complicate the agenda’s long-term success.
1. Wide rifts within the executive sphere, most notably between the Marcos administration and allies of former President Duterte.
2. Global supply disruptions, geopolitical tensions impacting global oil and fertilizer costs.
3. Independent watchdogs continue to cite corruption.
Public and opposition critique
Opposition lawmakers, such as Senator Risa Hontiveros, have argued that rebranding exercises cannot replace deep-seated institutional reform.
Critics suggest that public funds allocated to the wide-scale Bagong Pilipinas promotion campaigns provide superficial updates rather than immediate solutions to daily realities, like consumer inflation and wage gaps.
Furthermore, civil society groups expressed concern that local implementation of administration programs, including localized aid caravans, can remain vulnerable to traditional partisan politics and grassroots patronage.
Ultimately, whether the agenda achieves its total vision depends on the administration’s capacity to translate the high-level fiscal framework into everyday economic relief while navigating domestic political volatility and shifting global market conditions.
