The Social Housing Finance Corp. (SHFC) and the Philippine Reclamation Authority (PRA) signed a partnership agreement recently to explore new socialized housing developments under President Ferdinand Marcos Jr.’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program.

The two government agencies formalized the cooperation through a memorandum of understanding executed at a ceremony in Makati City.

SHFC president and CEO Federico Laxa and PRA general manager and CEO Cesar Siador Jr. signed the agreement, witnessed by SHFC executive vice president Leo Deocampo and PRA chairperson Alexander Lopez.

Under the agreement, the SHFC will provide technical evaluation services for potential housing sites identified by the reclamation authority. The agencies also agreed to plan a pilot vertical housing project on a PRA-managed property within Metro Manila.

The signing follows the SHFC’s approval of two vertical housing developments under the 4PH initiative — the 1Bataan Alas-Asin Village in Mariveles, Bataan, and the People’s Plan Ville in Santa Mesa, Manila.

“These initiatives support President Marcos’ directive to do more for the Filipino people by strengthening inter-agency collaboration, accelerating the delivery of public services, and expanding access to affordable housing,” Laxa said.

The strategic partnership aligns with policy directives from Department of Human Settlements and Urban Development Secretary Jose Ramon Aliling urging inter-agency coordination to reduce the national housing backlog.

Lopez affirmed the reclamation authority’s commitment to the administration’s flagship shelter program.

“Under the leadership of President Ferdinand Marcos, the Expanded 4PH Program advances the aspiration of decent and affordable housing to Filipino families,” Lopez said. “Today, PRA and SHFC take a step closer to achieving that goal through this cooperation.”
