A public school teacher from Mindanao filed an administrative complaint Tuesday with the National Police Commission (Napolcom) against her live-in partner, a police corporal, accusing him of physical abuse throughout their nearly nine-year relationship.

The complainant, identified as alias “Ma’am,” appeared alongside her partner, Police Cpl. Ricardo J. Silva Jr., during a press conference at the Napolcom Central Office in Quezon City to demand official accountability for the alleged domestic violence.

Silva is currently assigned to police headquarters at Camp Crame.

Napolcom Commissioner Rafael Vicente R. Calinisan stated that the agency maintains a zero-tolerance policy regarding violence against women and urged victims of domestic abuse to seek government protection.

“We will not allow any form of violence against women,” Calinisan said, stressing that police personnel are not exempt from administrative sanctions or criminal laws.

“Part of cleaning up the police ranks involves holding officers accountable for violence, especially against their own domestic partners or spouses,” he added.

The complainant recounted how she sought urgent intervention after confiding in a fellow teacher whose spouse contacted authorities. Rapid coordination enabled her to travel safely to Metro Manila to file formal charges.

“Two days ago, I thought I would never escape the situation I was in,” she said, calling on other victims of domestic violence to report abuse before it causes permanent harm to their health, safety and well-being.

During the briefing, Silva publicly apologized for his conduct and urged fellow police officers to manage personal conflicts peacefully.

“I am sorry for what I have done,” Silva said. “To my fellow officers, do not follow my example. If you are harboring anger, turn to prayer instead. I ask the public for forgiveness for my wrongdoing.”

Napolcom confirmed it will initiate formal administrative proceedings against Silva for grave misconduct and conduct unbecoming of a police officer. Agency officials assured that a full investigation will be conducted in accordance with due process.
