PALO, Leyte – Authorities arrested a member of the communist New People’s Army (NPA), who is also the top “most wanted person” in Northern Samar, for pending cases of rape on Friday, 23 October 2026.

The Police Regional Office 8 (PRO-8) announced the arrest of alias “Carlo,” a 27-year-old resident of Las Navas, Northern Samar who is ranked No. 1 on both the provincial and municipal Most Wanted Persons (MWP) lists.

The suspect has warrant of arrest dated 28 April 2023 for two counts of rape with no recommended bail and is also a Periodic Status Report (PSR)-listed Communist Terrorist Group (CTG) member. A PSR-list refers to a formal intelligence and operational tracking listing of identified members, leaders, or remnants of threat groups such as the NPA or violent extremist organizations

The operation was conducted by personnel of the Las Navas Municipal Police Station (MPS), Regional Intelligence Division (RID), and the 803rd Maneuver Company of the Regional Mobile Force Battalion 8 (RMFB-8).

Following his arrest, the suspect was brought to the Las Navas MPS for proper documentation and disposition before being turned over to the issuing court.

PRO-8 regional director Police Brig Gen Romano Cardiño said the arrest underscored PRO 8’s commitment to apprehending wanted persons and upholding the law.

“We will continue to intensify our efforts to locate and apprehend wanted persons and ensure that those with outstanding warrants are brought before the proper judicial authorities. No one is above the law, and we remain committed to protecting our communities and upholding justice,” he said.
