The Department of Human Settlements and Urban Development (DHSUD) has awarded Certificates of Entitlement (CoEs) to 160 urban low-income families in Cebu City, marking a step toward securing their rights to their housing lots after more than two decades of uncertainty.

DHSUD Secretary Jose Ramon Aliling led the awarding of the certificates on Thursday to qualified beneficiaries of the GMA Ville Lot 110 Housing Project in Barangay Carreta.

“In line with the directive of President Ferdinand R. Marcos Jr., we continue to reach out to communities to deliver housing services under the Expanded Pambansang Pabahay para sa Pilipino (4PH) Program,” Aliling said.

He added that the certificates would give beneficiaries greater peace of mind and help them live with dignity, particularly those from urban poor communities.

Organized by the DHSUD Regional Office 7 in coordination with the National Housing Authority (NHA) and the Cebu City government, the awarding formally recognized the beneficiaries’ entitlement to their respective housing lots.

The initiative is part of the government’s ongoing efforts to expand access to housing and strengthen tenure security through the Expanded 4PH Program.

It also supports the observance of National Shelter Month 2026, themed “Tahanan. Pamayanan. Kinabukasan,” which highlights the role of secure housing in building stronger communities and improving the future of Filipino families.
