QC, BFP link online systems to simplify business permits
Quezon City has integrated its online business permit application system with the Bureau of Fire Protection’s (BFP) Fire Safety Inspection System (FSIS) to reduce duplicate paperwork and streamline permit processing.
The city government said it is the first local government unit to integrate its Online Business Permit Application System (OBPAS) with the BFP platform.
Under the arrangement, business information, including the establishment’s name, address and floor area, can be retrieved from OBPAS using the Mayor’s Permit number.
The integration is expected to eliminate repetitive data entry, minimize encoding errors and improve coordination between the city government and the BFP.
“With this collaboration, we are bringing our ease of doing business system another notch higher. We are fixing the missing link in the business registration system and fire safety inspection certificate application, which will translate to better fire protection and safety services,” Mayor Joy Belmonte said.
Beginning 15 October 2026, businesses must pay their Fire Safety Inspection Certificate (FSIC) fees directly to the BFP through FSIS, separately from their OBPAS tax bills.
The BFP will issue electronic orders of payment and official receipts to improve transparency and payment monitoring.
The new payment procedure applies to businesses seeking new permits, renewals or amendments.
The city government and the BFP will continue coordinating the rollout, with full implementation targeted by the end of the fourth quarter of 2026.
The integration will also help monitor FSIC collections and calculate Quezon City’s mandated 20 percent share, which is allocated exclusively for the operation, maintenance, construction, rehabilitation and repair of local fire stations.
The initiative supports Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, while strengthening compliance with the Fire Code of the Philippines.
Quezon City previously integrated its digital services with the eGovPH platform and the Department of Trade and Industry’s Business Name Registration System in 2023.
