MARINA launches flag state training upgrading vessel audits
Participants will also study the legal implications of noncompliance, including vessel detention.
The Maritime Industry Authority (Marina) has partnered with the International Maritime Safety Security Environment Academy to launch specialized training for 31 technical personnel aimed at strengthening domestic ship inspections and flag state administration.
The Flag State Implementation Course began 13 October 2026 and will be followed by the Ship Condition Surveyor Course from 19 to 30 October 2026.
As a flag state administration, Marina is mandated to ensure that Philippine-registered vessels comply with international and local safety standards and that physical ship conditions match their safety certificates.
Marina administrator Sonia Malaluan said the training forms part of the agency’s effort to build technical competence and enforce consistent maritime safety standards across regional offices.
“The quality of inspections and the soundness of technical decisions directly affect passenger and crew safety, property protection, and the preservation of the marine environment,” Malaluan said.
The FSI module covers the regulatory obligations of maritime administrations, while the upcoming SCS module focuses on survey planning, requirement interpretation, and enforcement protocols.
Participants will also study the legal implications of noncompliance, including vessel detention.
Capt. Federigo Ribechini, an Italian maritime safety specialist and IMSSEA auditor, serves as the lead lecturer for the sessions.
