SAN FERNANDO, Pampanga — More than 500 personnel will be deployed across the city from 29 October to 3 November as local authorities implement heightened security and emergency response measures for the observance of All Saints' Day and All Souls' Day.

The operation, dubbed “Alerto Undas 2026,” aims to ensure public safety, manage crowds and provide assistance to visitors at the city's 12 cemeteries and memorial parks.

The city government's Response Coordinating Committee, headed by City Disaster Risk Reduction and Management Office Officer-in-Charge Raymond Del Rosario, finalized the security and response plan during a meeting on 13 October.

Del Rosario said three staging areas would be established at City Hall, the Dolores Flyover and along MacArthur Highway in Barangay Dela Paz Norte to facilitate emergency response and crowd management.

The deployment will cover cemetery sites in Barangays Sta. Lucia, San Jose, Dolores, Magliman, San Agustin, Sindalan, Calulut, Lara and Baliti.

Mayor Vilma Balle-Caluag emphasized the importance of coordination among government agencies and emergency response teams to ensure an orderly and peaceful observance.

"Coordination and preparedness are key to ensuring the safety of every Fernandino and visitor," she said.

"Our goal is to maintain order so everyone can honor their departed loved ones peacefully," Caluag added.

The six-day operation is expected to provide security and assistance to residents and visitors paying respects to their departed loved ones during the Undas holidays.
