Fifty personnel from the Police Regional Office 2 (PRO2) completed a course focused on community relations and public engagement, graduating in a ceremony at Camp Marcelo A. Adduru in Cagayan.

The Police Community Affairs and Development Course Class 02-051-R2-2026-012 ran from August 11 to October 13 and covered 360 hours of training, PRO2 said. The program was conducted by the regional office’s Community Affairs and Development Division and Special Training Unit 2.

The graduates included four police commissioned officers, 45 police non-commissioned officers and one non-uniformed personnel. The course aimed to strengthen their skills in community engagement and responsive police service.

PMSg Ma. Editha T. Manadao placed first in the class, followed by PMSg Irish Mae A. Macarubbo and PSSg Judith U. Curibang. Pat Segismundo A. Barasi II of the Regional Mobile Force Battalion 2 received an Award of Excellence for placing fifth.

Macarubbo was also recognized for serving as class president, while PCMS Jayson G. Caro of the Isabela Police Provincial Office received a leadership award for serving as overall class marcher.

PRO2 Regional Director PBGen Mariano C. Rodriguez congratulated the graduates and said effective policing depends on cooperation between law enforcement and the communities it serves.

“Our duty to protect and serve cannot be done by us alone,” Rodriguez said, calling for active involvement from different sectors in efforts to address crime and maintain peace and public safety.

He urged graduates to apply their training in community relations, communication and media engagement, information operations and disaster preparedness. Rodriguez also encouraged them to uphold professionalism, integrity and accountability in their work across the Cagayan Valley region.
