Napolcom condemns unofficial PNP checkpoint ops interference
The National Police Commission (Napolcom) expressed full support Thursday for the Philippine National Police’s (PNP) decision to pursue legal action against individuals who interfere with police personnel performing field operations.
Napolcom Commissioner Ralph Calinisan reiterated that while public oversight and constructive criticism are recognized rights, administrative complaints against law enforcement officers must follow established legal channels rather than direct confrontation.
“We are not setting aside the right of every Filipino to criticize, but criticisms or complaints must be channeled properly,” Calinisan said.
“If you notice irregularities among police officers, report them to the PNP or to us at Napolcom, the ‘police of the police,’ and we, who hold legal authority, will act on your complaint,” he added.
The commission’s statement follows a viral social media video depicting a former lawmaker and retired police officer instructing officers conducting an active checkpoint to shave their facial hair.
The incident prompted PNP chief Police General Jose Melencio Nartatez Jr. to direct the Directorate for Operations, the Legal Service, and the Directorate for Investigation and Detective Management to evaluate potential legal remedies and administrative violations.
“A citizen’s action may be well-meaning and carry the most noble intention, but we are already the police of the police,” Calinisan said. “The job is taken. There is no vacancy. Let us not take the law into our own hands.”
Calinisan urged citizens to lodge formal complaints directly through NAPOLCOM’s official channels, including postal mail, official social media portals, and the agency’s website, assuring the public that validated reports will receive swift administrative action.
