RSC-1 pushes data reforms for evidence-based development in Ilocos

The Regional Statistics Committee I (RSC-1) is pushing reforms aimed at improving the quality, accessibility and use of government data to support development planning across the Ilocos Region.

Among the initiatives presented were the proposed Regional Data Dictionary and the Region 1 Statistical Hub (StatHub), which are intended to improve consistency in statistical definitions and make regional data more accessible to government agencies.

The Regional Data Dictionary will establish common definitions and standards for statistical information, while the proposed StatHub will serve as a platform for accessing and sharing regional statistics.

The committee also reviewed the data requirements for the 2026 Regional Development Report. Of the 208 indicators required, 193 had already been generated, leaving 15 indicators that agencies still need to address.

RSC-1 also advanced preparations for the adoption of the Philippine Standard Industrial Classification (PSIC) Revision 5, which provides an updated framework for classifying economic activities.

The revised classification covers emerging activities, including digital platforms, electric vehicle charging services, renewable-energy manufacturing and content creation. Its adoption is expected to improve the consistency and comparability of economic data and help planners track changes in the regional economy.

At the provincial and local levels, the committee approved revised criteria and guidelines for the Best Provincial Statistics Committee Award, which recognizes local efforts in statistical policymaking, data generation, dissemination and utilization.

Preparations for the 37th National Statistics Month were also discussed as part of efforts to promote statistical awareness and encourage greater use of data in government planning and decision-making.

The meeting likewise included updates on the Family Income and Expenditure Survey, Provincial Product Accounts and Small Area Estimation of Poverty, which provide data on household income and spending, provincial economic performance and poverty conditions.

The committee said stronger coordination among data-producing agencies, standardized statistical practices and improved access to information are needed to address data gaps and provide planners with more reliable information for development programs.

The measures are intended to strengthen the use of evidence in policy-making and planning across the Ilocos Region.
