NCRPO adopts proactive, intelligence-led approach vs. POGO, online scams

The National Capital Region Police Office (NCRPO) has directed all district directors, chiefs of police, and unit commanders in Metro Manila to adopt a proactive, intelligence-led approach in preventing illegal Philippine Offshore Gaming Operator (POGO) activities, online scams, and other cyber-enabled criminal operations.

NCRPO Officer-in-Charge Police Brigadier General Christopher Abrahano ordered all police chiefs and unit commanders in Metro Manila to intensify intelligence operations and close monitoring of their respective areas of responsibility to prevent the resurgence of illegal POGO operations and other forms of online fraud.

He likewise instructed NCRPO units to identify and validate information on establishments and locations that may be used as concealed or “guerilla-style” hubs for illegal online gambling, cyber fraud, and related criminal activities, and to coordinate with the PNP Anti-Cybercrime Group, Criminal Investigation and Detection Group, and other concerned agencies for appropriate action.

“We will not wait for these criminal groups to become established before we act. Our police units must strengthen their intelligence networks, identify emerging threats, and act promptly on validated information, always within the bounds of law and due process,” Abrahano said.

The NCRPO will also monitor emerging forms of online fraud, including “love scams” and other schemes that use online relationships or identities to deceive victims and obtain money.

“Criminal networks may change their tactics, but our commitment to protecting the people of Metro Manila will remain constant. We will follow the evidence, trace the networks behind these activities, and coordinate with our partner agencies to ensure that those who violate the law are held accountable,” Abrahano said.

The NCRPO also called on the public, business establishments, property owners, and community leaders to remain vigilant and immediately report suspicious activities that may indicate the presence of illegal online gambling, cyber-fraud operations, or other criminal activities.
