PNP warns price gougers, hoarders amid El Niño scare

The Philippine National Police (PNP) warned the public Tuesday against hoarding essential goods and price gouging as state meteorologists forecast a severe El Niño phenomenon to persist into mid-2027.

PNP chief Police General Jose Melencio Nartatez Jr. urged consumers and traders to act responsibly amid growing concerns over potential agricultural deficits and water supply disruptions across several island groups.

“We appeal to everyone to act responsibly and refrain from hoarding essential goods,” Nartatez said in a statement.

“Do not take advantage of the situation for personal gain. Let us ensure that food, water, and other basic necessities remain accessible to communities,” he added.

The directive follows instructions from President Ferdinand Marcos Jr. and Interior Secretary Jonvic Remulla for law enforcement to protect vulnerable communities against illegal market practices during climate-related disruptions.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration warned that a mature, intense El Niño cycle expected between September and December 2026 could severely suppress rainfall across dozens of provinces in Luzon, the Visayas and Mindanao.

In response, Nartatez ordered all regional police commands and provincial offices to monitor local supply chains, coordinate with municipal disaster councils, and deter illegal stockpiling that could threaten public order.

“We have directed our police units in affected areas to closely monitor developments,” Nartatez said, adding that field offices are prepared to assist local government units with emergency relief distribution and market monitoring.
