Philippine, US eye stronger naval fleet

Subic Bay Freeport – The Philippines and the United States are eyeing to develop their naval forces by boosting the cooperation between the Philippine Navy and the United States Navy in terms of fleet modernization and sustainment initiatives under the International Fleet Support Program (PMS 326).

During a visit to the of the Philippine Fleet at the Naval Operating Base here on 21 September 2026, Deputy Portfolio Acquisition Executive for the PMS 326 Captain Tammy McCreary USN discussed modernization and sustainment initiatives.

Philippine Fleet Commander Commodore Raul A Regis PN met with McCreary who also discussed current concerns welcomed the official and other matters of mutual interest related to the Fleet's capability requirements.

During the meeting, both sides discussed modernization and sustainment initiatives under the PMS 326, as well as current concerns and other matters of mutual interest related to the Fleet's capability requirements.

The engagement also explored opportunities to further enhance cooperation in international fleet support, capability development, and sustainment to support the Philippine Fleet's continuing modernization and operational readiness.

The visit highlighted the continuing professional engagement between the Philippine Navy and the United States Navy and provided an avenue to strengthen cooperation in support of a capable, responsive, and mission-ready Philippine Fleet.

The modernization program of the Philippine Navy is transitioning from second-hand vessels to modern, newly-built surface combatants and strategic assets under the revised “Re-Horizon 3” phase of the Armed Forces of the Philippines (AFP) Modernization Program.

The fleet has integrated advanced guided-missile platforms such as the Jose Rizal-class and newer Miguel Malvar-class corvettes/frigates equipped with modern surface-to-air and anti-ship missile capabilities.

Recent additions include offshore patrol vessels (OPVs) like the BRP Rajah Lakandula and the launching of a new landing dock built in partnership with PT PAL Indonesia to boost strategic sealift and disaster response.
