IT-BPM sector eyes $50.5B by 2028

The Philippine IT-BPM industry is targeting up to $50.5 billion in revenue and 2.14 million jobs by 2028 as it accelerates its shift toward higher-value services, artificial intelligence and advanced talent capabilities.

The IT and Business Process Association of the Philippines (IBPAP) presented a preview of its IT-BPM Roadmap 2028 at the International IT-BPM Summit 2026 in Pasay City, outlining priorities for the industry’s final two years of the roadmap.

Under its accelerated scenario, the sector could add $10.2 billion in revenue and 250,000 jobs from 2025 levels. A slower-growth scenario would still lift revenue to $43.3 billion, although employment could decline from 1.89 million to 1.85 million.

IBPAP president and CEO-designate Celeste Ilagan said reaching the upper end of the outlook would require coordinated action among industry, government and academe.

“We are entering the most decisive stretch of this roadmap,” Ilagan said. “The upper end of our 2028 outlook is completely within reach, but only if industry, government, and academe move together with real urgency.”

AI adoption is expanding across the sector, although broader enterprise deployment remains limited by talent readiness, legacy systems, data quality, governance, security and return-on-investment concerns.
