Pasig terminates contractor over delayed infra projects

The local government of Pasig City has initiated contract termination proceedings against EAH Builders over significant delays in three road and drainage projects valued at P40.2 million, Mayor Vico Sotto announced.

Sotto said the city issued formal notices of termination to the firm and intends to blacklist the contractor following unfulfilled completion timelines across Barangays Buting, Pinagbuhatan and Maybunga.

“I apologize to those affected by the delays in several projects in Buting, Pinagbuhatan and Maybunga,” Sotto said, adding that municipal authorities will enforce stricter performance standards on public works contracts.

The three projects remained incomplete past their 2025 deadlines. In Barangay Buting, the P16.7 million RCBC Drainage System and Sidewalk project along San Guillermo and F. Flores Streets reached only 49 percent completion against a 22 October 2025 target, prompting the city to assess P2.68 million in liquidated damages.

In Barangay Pinagbuhatan, the P10 million Interior Roads and Drainage System project in Ilugin and Sandoval stood at 46 percent completion past its 12 September 2025 deadline, resulting in P1.94 million in assessed damages.

Meanwhile, the P13.5 million road reblocking and drainage project from the PCGH compound to Eusebio Avenue in Barangay Maybunga reached 80 percent completion, with work outside the hospital compound remaining unfinished past its 12 September 2025 target.

The city assessed P1.95 million in liquidated damages for the Maybunga project.

The project in Buting is 11 months overdue, while the Pinagbuhatan and Maybunga developments are more than a year past schedule. EAH Builders had requested time extensions, which municipal authorities denied following project evaluations.

Once contract cancellations are finalized under government procurement rules, the city will re-award the remaining work to new contractors.

Sotto cited that Pasig City is strengthening project monitoring mechanisms to exclude underperforming contractors from future municipal bidding.
