House approves P11.9-B BuCor budget

The House of Representatives approved the Bureau of Corrections’ (BuCor) proposed P11.9-billion budget for 2027, about 9.6 percent higher than its P10.88 billion allocation the previous year.

BuCor director general Gregorio Pio Catapang Jr. said the additional funding would support improvements to correctional facilities, security and custodial operations, and programs for the rehabilitation and reintegration of persons deprived of liberty.

The higher allocation would also cover operational requirements at correctional facilities nationwide, including essential services, improved living conditions, health care and mental health programs, and education, livelihood and skills-development initiatives.

Catapang thanked lawmakers for their support during the budget deliberations, particularly party-list representatives who have advocated for the rights and welfare of PDLs.

He cited the offices of Reps. Sarah Jane Elago of Gabriela, Perci Cendaña of Akbayan and Renee Louise Co of Kabataan for their participation in discussions on corrections reform.

“BuCor values the partnership and support of our legislators in advancing meaningful reforms in the correctional system,” Catapang said.

“We look forward to strengthening our collaboration with the House of Representatives as we pursue programs that uphold the dignity, rights, and welfare of persons deprived of liberty,” he added.

Catapang said cooperation among government agencies is essential to improving the corrections system and pledged to continue working with lawmakers and other partners on programs that would prepare PDLs for reintegration and life after release.

He also assured the public that BuCor funds would be used responsibly and transparently and in accordance with national priorities.
