Cacdac calls for stronger maritime system

Department of Migrant Workers (DMW) Secretary Hans Leo Cacdac called for stronger maritime systems to protect Filipino seafarers and prepare them for changes in the global maritime industry.

Speaking at the two-day Philippine Maritime Convention 2026 at The Manila Hotel, Cacdac said maritime welfare and excellence must go hand in hand, with skilled workers supported by safe, decent and secure working conditions.

“Our aspiration is clear: To strengthen a Philippine maritime system where the seafarer is protected, competent, respected and prepared for the future,” Cacdac said.

He said the effective implementation of the Magna Carta of Filipino Seafarers must be backed by strong maritime regulation, ethical recruitment, quality education and training, labor justice, responsive services and international cooperation.

Cacdac also called for closer cooperation among government, labor, industry, academe and international partners, saying the Philippines should contribute not only maritime workers but also leadership in shaping the future of global seafaring.

“Let us ensure that whatever direction the maritime industry takes, the Filipino seafarer remains at the center of our journey,” he said.
