W. Visayas seafarer assessors undergo Marina calibration program

The Maritime Industry Authority (Marina) is tightening the implementation of competency assessments for Filipino seafarers to reduce inconsistencies in how maritime skills are evaluated across accredited assessment centers.

The regulator said Wednesday it brought together 14 accredited competency assessors from different assessment centers in Western Visayas for a calibration program in Iloilo City.

The exercise sought to align assessors on common procedures, competency requirements and expectations in conducting practical assessments.

Greater consistency in assessment is crucial to the credibility of the country’s seafarer certification system. Differences in how assessors interpret or apply competency requirements can create uneven outcomes, making calibration an important safeguard in ensuring that certifications reflect comparable levels of skill and professional readiness.

Marina said the initiative seeks to ensure Filipino seafarers are assessed “based on a single standard and the required level of competence for their profession,” supporting what the agency described as a fair, consistent, and reliable competency assessment system.

The program reviewed the duties and responsibilities of assessors before, during and after practical examinations. Discussions also covered proper assessment procedures, prohibited practices and new directions in practical assessment.

Standardizing these practices carries implications beyond individual assessment centers. Shipping companies rely on the country’s training, assessment and certification system as a measure of whether seafarers are prepared to perform their duties safely and competently at sea.

More consistent evaluations can strengthen confidence that the same benchmark is being applied to candidates across accredited facilities.

The effort also places greater responsibility on assessors and assessment centers to apply competency requirements uniformly, limiting room for divergent interpretations of what constitutes a passing level of performance.

Marina Regional Office VI emphasized that sustained coordination between the regulator and accredited assessment centers is essential to maintaining a standardized, fair and trustworthy assessment system.

Stronger calibration among assessors ultimately reinforces a key assurance behind Philippine seafarer certification: that competency credentials represent a consistent standard of professional capability, regardless of where a seafarer is assessed.
