BJMP Central Visayas highlights zero escapes, drug-free records

Regional jail authorities in Central Visayas reported Tuesday that all 32 detention facilities in the region maintained a drug-free status and recorded zero escape incidents over the past year.

During the Bureau of Jail Management and Penology Central Visayas (BJMP-7) 35th anniversary ceremony, officials highlighted advancements in security operations, inmate rehabilitation, healthcare and personnel development.

BJMP-7 regional director Jail Chief Supt. Luisito Muñoz said the zero-escape record has held since the second quarter of 2025 through the first half of 2026.

To maintain security and prevent contraband, the agency conducted 25,855 regular sweep operations, 144 joint sweeps with external law enforcement agencies, and eight regional special operations.

“All persons deprived of liberty also underwent random drug testing, with all results negative,” Muñoz said.

BJMP director Efren Nemeno, the first Cebuano to head the national agency, noted that while illegal drugs remain a persistent threat in some facilities, illicit activities within the region’s jails have been neutralized.

Nemeno acknowledged that facility congestion remains an issue for the agency, though overcrowding has declined compared to previous years.

To reduce overcrowding, BJMP-7 facilitated the release and family reintegration of 7,188 detainees and transferred 360 convicted prisoners to the Bureau of Corrections facility in Abuyog, Leyte.

The agency also pointed to its educational and livelihood programs for inmates. A total of 10,245 detainees enrolled in basic literacy, elementary, junior high and senior high school courses.

Another 41 pursued higher education through the College Education Behind Bars program, and two passed the national Civil Service Examination.

Additionally, 35,015 detainees participated in regional livelihood programs. Financial assistance was extended to 50 active inmates and 256 former detainees through government labor programs.

“BJMP Central Visayas continues to balance firm custodial discipline with compassionate rehabilitation, proving that effective public safety is built on changing lives from the inside out,” Nemeno said.

“Even the best systems can only take us so far. What truly matters is our shared commitment, courage, passion, and integrity in fulfilling our mandate,” he added.
