427 families finally get land titles
‘After 22 years of waiting, we have finally awarded them their titles. This proves that through the sustained cooperation between the government and communities, we can advance security of tenure for more Filipino families.’
The continuous monsoon rains did not stop the Department of Human Settlements and Urban Development (DHSUD) and the Social Housing Finance Corporation (SHFC) from holding the ceremonial awarding of 427 Transfer Certificates of Title (TCTs) to member-beneficiaries of two community associations in San Pedro, Laguna, under President Ferdinand R. Marcos Jr.’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program.
DHSUD Secretary Jose Ramon Aliling and SHFC president and CEO Federico Laxa on Monday led the awarding of titles to beneficiaries of the Maralitang Nagkakaisa sa Tramo Buli Homeowners Association and Cupang Tramo Neighborhood HOA in Barangay United Bayanihan.
Sixty-seven family-beneficiaries received their TCTs during the ceremony, which was attended by San Pedro Mayor Art Mercado.
The awarding marked the end of the communities’ more than two-decade journey toward land ownership.
The two associations secured land acquisition loans from SHFC in February 2004 through the Enhanced Community Mortgage Program (ECMP), a key housing-finance modality under the Expanded 4PH Program.
Together, the associations have 427 members who will benefit from the land ownership program.
Aliling said the development reflects the government’s continuing effort to provide organized communities with security of tenure through the Expanded 4PH Program.
“Under the Expanded 4PH, we are not only promoting housing but also security of tenure, in line with President BBM’s directive. Every title we award is a concrete step toward providing our fellow Filipinos with a more dignified way of living,” Aliling said.
He said the DHSUD, through the SHFC, would continue strengthening the ECMP to help more organized communities secure land tenure and improve their living conditions.
“After 22 years of waiting, we have finally awarded them their titles. This proves that through the sustained cooperation between the government and communities, we can advance security of tenure for more Filipino families,” he added.
The activity was part of the Community Mortgage Program’s 38th anniversary celebration, themed “Bahay, Buhay, Magandang Kinabukasan,” highlighting the program’s continuing role in helping organized communities secure land ownership and build more stable neighborhoods.
