Aurora provincial board passes human rights ordinance

BALER, Aurora — The Sangguniang Panlalawigan of Aurora approved the Human Rights Promotion and Protection Ordinance on third and final reading during its 55th regular session.

Authored by Vice Governor Patrick Alexis Angara, the measure establishes the Provincial Human Rights Action Center.

The facility will receive, assess and refer human rights violation complaints while carrying out public education campaigns and support initiatives for victims and witnesses.

Angara said the province will allocate funding and trained personnel to operate the center.

“Good governance is not just about passing laws — it is about turning these laws into real protection, better health, and lasting livelihood for every Auroran,” Angara said.

During the same session, the provincial board endorsed four key agreements led by Gov. Isidro P. Galban.

These include a P5.8-million livestock project with the Department of Agriculture to support goat farming livelihoods in San Luis, as well as a P19.83-million health facility upgrade with the Department of Health to improve medical equipment and infrastructure at Aurora Memorial Hospital.

The board also approved a partnership with the women’s organization Aurora GEMS focused on youth and women’s empowerment, along with a joint agreement with three coastal municipalities to enhance response systems against violence targeting women and children.

Lawmakers also reviewed provincial budget adjustments and supplemental funds, calling for transparent and prudent spending to maintain essential public services.
