CoA issues unmodified opinion to NHMFC

The National Home Mortgage Finance Corp. (NHMFC) has earned a consecutive unmodified opinion from the Commission on Audit (CoA) for its financial statements covering fiscal years 2024 and 2025, the state mortgage agency announced.

An unmodified opinion, often referred to as a clean opinion, is the highest rating issued by government auditors.

The designation signifies that an agency's financial statements fairly present its financial position and performance in all material respects, adhering to the required financial reporting framework.

NHMFC president Renato L. Tobias said the back-to-back clean audit ratings reflect the corporation's ongoing transition into a modernized housing finance institution.

He credited the result to digital transformation, operational shifts and strengthened regional partnerships.

"Receiving another unmodified opinion from CoA is more than an institutional achievement — it is a reflection of our commitment to demonstrating that good governance and public service go hand in hand," Tobias said.

"This is an affirmation that the reforms we have undertaken continue to strengthen NHMFC as a trusted and accountable government financial institution," he added.

The state corporation noted that the audit results align with the transparency agenda of President Ferdinand Marcos Jr. and the strategic directives of Department of Human Settlements and Urban Development Secretary Jose Ramon P. Aliling.

The Housing department has been pushing for higher operational efficiency to support its Expanded Pambansang Pabahay para sa Pilipino program, the administration's flagship housing initiative.

Tobias commended the agency's workforce for the audit outcome, giving special recognition to the general accounting division led by division chief Abigail Lomogbad.

Moving forward, the state mortgage firm said it plans to expand its sustainable housing finance programs while maintaining its current financial management and internal controls.
