National Police Commission (NAPOLCOM) Vice Chairperson and Executive Officer (VCEO) Rafael Calinisan on Monday confirmed the arrest of vlogger Norman Mangusin, also known as Francis Leo Marcos, for unauthorized wearing of a police uniform.
Calinisan said Mangusin was nabbed by the Criminal Investigation and Detection Group (CIDG) inside a hotel pursuant to a warrant of arrest issued by Parañaque RTC Branch 294.
Calinisan said, "I confirm that the PNP CIDG NCR just ARRESTED MANGUSIN in Sheraton Hotel by virtue of a WARRANT OF ARREST issued by the RTC BRANCH 294 of Paranaque."
"PNP-CIDG-NCR just ARRESTED MANGUSIN in Sheraton Hotel by virtue of a WARRANT OF ARREST issued by the RTC BRANCH 294 of Paranaque," Calinisan said. He added that also present were the Pasay City Police and operatives from the NAPOLCOM IMIS.
"Tagumpay po ito ng hustisya sa Pilipinas. Crime does not pay. I will visit Mangusin later when he arrives in CIDG," the NAPOLCOM Vice Chair added.
The CIDG has investigated Mangusin over a viral photo of him donning a police uniform.
The NAPOLCOM also took up the cudgels for the PNP. “In solidarity with the whole PNP, the NAPOLCOM will initiate CRIMINAL charges against Mangusin. Do not use the PNP uniform for clout. You will surely pay for it," Calinisan said.
Mangusin at that time issued a statement and claimed that the photo had been digitally edited and leaked online by his detractors.
