BAGUIO CITY — After video footage of a physical bullying incident involving elementary pupils inside a classroom in Narvacan, Ilocos Sur circulated online, authorities have launched an investigation.

The Narvacan Police, the municipal Social Welfare and Development Office (DSWD), and the Department of Education Schools Division Office (DepEd-SDO) Ilocos Sur are conducting separate inquiries following the video, which depicts the assault.

DepEd Ilocos Sur confirmed the incident occurred during a lunch break. In an official statement, the division office emphasized that it does not tolerate bullying in any form. The Learner Protection Team is following procedures established by the DepEd Child Protection Policy to address the situation. Officials said they will impose appropriate sanctions on the students involved while maintaining their right to due process.

The victim and other students in the class will receive psychological interventions. Guidance counselors are working with DSWD to provide the necessary support. The school has also opened its doors to independent investigations by law enforcement to ensure a transparent resolution.

Public concern has grown over the safety and supervision of minors within school premises. Observers and local officials noted that the incident highlights the need for stricter accountability from school administrators and adults in charge.

DepEd reiterated its commitment to protecting learners from physical and psychological harm and promised to review intervention protocols to prevent similar incidents.
