The housing sector is moving toward quicker, easier and more people-focused services as a result of Department of Human Settlements and Urban Development (dhsud) Secretary Jose Ramon P. Aliling’s determination to address President Ferdinand R. Marcos Jr.’s call for affordable, accessible housing.
Among Aliling’s top priorities are focusing government action on the requirements of homebuyers, expediting permits through one-stop shopping around the country and extending the Pambansang Pabahay para sa Pilipino Program (4PH) to horizontal developments.
1. EXPANDED 4PH
Secretary Aliling breathes new life into the Pambansang Pabahay Para sa Pilipino (4PH) by expanding it to include horizontal developments and other smart delivery options. This ensures the program hits its targets and gets homes to low-income and working-class families faster.
2. FAST-TRACK THE IRR
The Secretary prioritizes quick rollout and ongoing tweaks to the Implementing Rules and Regulations (IRR) and other key frameworks for the Expanded 4PH Program, so implementation can get moving without delays.
3. STREAMLINED PERMITS, ONE-STOP SHOPS
Secretary Aliling will bring together stakeholders from all sectors to overhaul regulations. The goal is to set up one-stop shops across the country for hassle-free, speedy permitting.
4. FULL DIGITALIZATION BY 2028
Once processes are streamlined, the Secretary will shift everything online by the end of the President’s term—boosting efficiency, openness and accountability.
5. UNIFIED EFFORT WITH ATTACHED AGENCIES
The Secretary will ensure National Housing Authority (NHA), Pag-IBIG Fund, Social Housing Finance Corporation (SHFC), National Home Mortgage Finance Corporation (NHMFC) and Human Settlement Adjudication Commission (HSAC) work hand-in-glove to improve services and clear up backlog cases fairly and quickly.
6. PERIODIC DIALOGUE WITH STAKEHOLDERS
Aliling will hold ongoing dialogues to tackle issues head-on, gather input and keep everyone aligned as more homes get built.
7. PROTECTING HOMEBUYERS & RESOLVING HOA ISSUES
The Secretary will launch a direct hotline under his office to help buyers and owners with complaints. He will also back Homeowners’ Associations (HOA) to settle disputes peacefully, skipping the courts.
8. ZERO TOLERANCE FOR CORRUPTION
To uphold integrity at DHSUD with zero tolerance for graft and corruption Secretary Aliling, in the President’s second half-term, commits to ramping up efforts, meeting goals and delivering real results, fully accountable every step of the way.
