Housing remains a cornerstone of President Ferdinand R. Marcos Jr.’s vision for a Bagong Pilipinas. Through the Expanded 4PH Program, the Department of Human Settlements and Urban Development (DHSUD) is delivering housing solutions that focus on dignity, security and sustainable community development.
The program’s expansion in 2025 marked a shift from primarily vertical housing projects to a more comprehensive approach. It now includes horizontal developments, rental and incremental housing, land tenure security, and high-density housing solutions for urban centers.
President Marcos has emphasized the deeper role of housing in nation-building: “Fellow Filipinos, a home is more than just a structure. It is where character is shaped, love grows, and dreams are built. As long as there are Filipinos who aspire to own a home, the government will not stop taking action. No work will stop. No one will be left behind in the Bagong Pilipinas.”
One of the program’s standout achievements is the strengthening of the Enhanced Community Mortgage Program, which allows organized communities to collectively acquire land and secure its legal ownership. Today, thousands of families across the country enjoy greater stability and peace of mind.
The government has also fast-tracked long-pending cases involving land under Presidential Proclamations, issuing certificates that give beneficiaries both security of tenure and legal recognition.
High-density housing developments are helping address land scarcity in urban areas, while rental housing projects in partnership with academic institutions offer flexible housing arrangements for students and young professionals.
Declared the flagship housing initiative under Executive Order 34, the Expanded 4PH continues to show that housing is not just a basic need — it is a powerful tool for inclusive growth and social equity.
