The National Police Commission on Tuesday took cognizance of an administrative complaint filed against several police officers of the Angono Police Station for alleged grave misconduct and conduct unbecoming of a police officer.
The complaint was formally filed before NAPOLCOM’s Inspection, Monitoring, and Investigation Service by complainant Nestor Makabenta Jr., with assistance from the staff of Erwin Tulfo.
Named respondents include PCPT Francis Caparas, PCMS Randell Evardone, PMSg Jeffrey Godalle, PMSg Michael Maandal, PSSg Rommel Bilog, PSSg Daril Piamonte, PSSg Rowel Sabangan, PSSg Alejandro Probadora, PSSg Brian Moises, and PCpl Andres Buelo Jr.
According to the complaint, the police officers claimed that Makabenta’s arrest stemmed from a buy-bust operation at around 10 p.m. on Nov. 10, 2025. However, CCTV footage submitted to NAPOLCOM allegedly showed that the complainant was intercepted as early as 5 p.m. while riding a motorcycle.
Makabenta further alleged that he was coerced into admitting drug involvement and was asked to produce P50,000 as “areglo,” which his family allegedly sent via GCash. Despite this, a criminal case was still filed against him.
The case was later dismissed by the prosecutor after finding inconsistencies between the affidavits of the arresting officers and the statements of barangay tanod and media representatives, who clarified that they only witnessed the inventory and were not present during the arrest.
NAPOLCOM Commissioner Rafael Vicente Calinisan said the Commission has directed the Inspection, Monitoring, and Investigation Service to immediately investigate the complaint.
“Kapag ang kapangyarihan ay ginamit para manakot at mangikil, malinaw na abuso ito. Tatamaan ang dapat tamaan. Walang puwang sa serbisyo-pulis ang pang-aabuso at pangingikil,” Calinisan said during a press briefing at the NAPOLCOM Central Office.
He stressed the importance of accountability in restoring public trust in law enforcement.
“Hindi maaaring baluktutin ang katotohanan o yurakan ang karapatan ng mamamayan. Bilang Pulis ng Pulis, tungkulin ng NAPOLCOM na tiyaking ang uniporme ay simbolo ng proteksyon, hindi pang-aabuso. Kung may nagkasala, pananagutan ang katapat, walang pagtatakip at walang sasantuhin,” he added.
