Reforms at the Department of Human Settlements and Urban Development are beginning to produce tangible results under President Ferdinand Marcos Jr.’s Expanded Pambansang Pabahay para sa Pilipino (4PH) program, Housing Secretary Jose Ramon Aliling said.
Aliling cited recent milestones in the nationwide rollout of the housing initiative, which aims to provide affordable and secure housing to Filipino families.
He said that the department carried over its 2025 momentum into early 2026, including the awarding of certificates of entitlement to beneficiaries of decades-old presidential proclamations in Palawan.
The housing chief also cited the distribution of certificates under the revived Enhanced Community Mortgage Program, the launch of rental housing projects in Quezon City, Iloilo City and Victorias City, and the turnover of house-and-lot packages in Mamburao, Occidental Mindoro.
All socialized housing projects, whether horizontal or vertical, had been placed under the Pag-IBIG Fund–supported Expanded 4PH program, which offers subsidized home loans with interest rates as low as 3 percent, the department said.
Following a directive from Marcos, the department expanded the program’s scope to include horizontal housing, rental and incremental housing, community mortgage projects, presidential proclamations and urban housing developments, Aliling said.
Recent beneficiaries in Iloilo City described the impact of finally securing land tenure.
Joven Apollo Turga, representing 213 families in Jaro District covered by Presidential Proclamation No. 1538, said residents had waited 27 years for legal recognition of their homes.
Alice Rose Segumalian, president of the Mirasol Ville Homeowners Association, also cited years of uncertainty before 367 families received certificates of land allocation.
