Impeachment complaint vs Sara Duterte yet to reach Speaker Dy

The impeachment complaint filed against Vice President Sara Duterte has yet to be referred by House Secretary General Cheloy Garafil to the office of Speaker Faustino Bojie Dy III.

This was the Speaker’s response on Thursday when asked whether Garafil had already transmitted the impeachment complaint to his office.

Dy, however, declined to comment on the House Justice Committee’s determination that the impeachment complaints against President Ferdinand Marcos Jr. were insufficient in substance, as well as on the Ombudsman complaint over the House of Representatives’ refusal to release statements of assets, liabilities and net worth.

On Wednesday, the House Justice Committee junked the two impeachment complaints against President Marcos after more than three hours of deliberations.

Earlier this week, a coalition of civil society leaders filed an impeachment complaint against Vice President Duterte with the Office of the House Secretary General. The filing on Monday marked the second impeachment petition lodged against Duterte that day.

The complaint cites alleged misuse of confidential funds and Duterte’s purported tolerance of extrajudicial killings.

The petition was led by Tindig Pilipinas convenor Kiko Aquino Dee and religious leaders, and was filed with the support of Perci Cendaña and Leila de Lima.

The filing followed an earlier impeachment petition submitted by progressive groups and endorsed by the House Makabayan bloc.

The complaint lists five articles of impeachment, accusing Duterte of constitutional violations, graft and corruption, bribery, betrayal of public trust, and other high crimes. These include the alleged misuse of billions of pesos in confidential and intelligence funds, abuse of power, and tolerance of extrajudicial killings.

The new complaint was filed after the Supreme Court’s final denial of the House of Representatives’ appeal seeking to overturn its 25 July 2025 ruling, which declared the Articles of Impeachment against Duterte unconstitutional.
