The Pampanga Food (Rice) Complex will open this year at the Barangay Sta. Catalina, Lubao, Pampanga, with the aim of connecting the farmers to the consumers.

During his visit to Pampanga on February 3, 2026, Agriculture Secretary Francisco Tiu Laurel Jr. conducted an inspection of the complex along with Governor Lilia “Nanay” Pineda, Vice Governor Dennis “Delta” Pineda, and Lubao Mayor Esmeralda Pineda.

According to the Provincial Government, a P270-million budget was allotted for the site development, concreting of roads, and the construction of the rice complex itself.

Aside from this, Department of Agriculture allocated P50 million to the Provincial Government for the procurement of machineries and equipment for the rice complex. As the counterpart, PhilMech donated two rice mills and five circulating dryers.

PhilMech also provided additional equipment such as six , four harvesters, and four precision seeders to help farmers once the food security complex is operational.

Currently, the installation of equipment in the facility is ongoing.

The complex aims to remove the middle man, uplift the standard of living of farmers in Pampanga, and boost the rice production and food security in the province.
