The National Police Commission (NAPOLCOM) Region 9 has initiated motu proprio administrative proceedings against a police corporal accused of threatening and abusing his wife and child, citing its mandate to uphold discipline and accountability within the police force.
According to a report submitted by NAPOLCOM Region 9 Director Pablito M. Abad Jr. to NAPOLCOM Chief Commissioner Ralph Calinisan, the police officer was arrested on Monday, 19 January 2026, by personnel of the Rizal Municipal Police Station in Zamboanga del Norte.
The officer was identified as Police Corporal Henry Torres Boquida Jr., who is assigned to the Sapangdalaga Municipal Police Station in Misamis Occidental. His arrest was carried out through a warrant issued by Judge Florindo Bolante Opay of the Family Court, 9th Judicial Region, in Dapitan City.
The warrant cites alleged violations of Section 5(b) and Section 5(i) of Republic Act No. 9262, or the Anti-Violence Against Women and Their Children Act of 2004.
Records show the case stemmed from a complaint filed by the officer’s legal wife, who alleged that Boquida threatened to inflict physical harm on her and their child and subjected them to psychological abuse, acts punishable under RA 9262.
NAPOLCOM said it will pursue administrative action independent of the criminal case.
The commission reiterated its commitment to enforcing discipline, accountability and respect for human rights within the police organization, adding that administrative proceedings will be conducted in accordance with existing laws, rules and regulations.
