Isko Moreno releases P117.5M in overdue subsidies to PLM

Francisco “Isko” Moreno Domagoso personally delivered P117.5 million in subsidies to the Pamantasan ng Lungsod ng Maynila (PLM) on Friday, 23 January 2026, during an unannounced visit to the university.

The amount covers two previously unpaid subsidy periods incurred under the previous administration, part of the city government’s immediate efforts to stabilize PLM’s finances and prevent disruptions to its operations.

Despite the release, PLM still has P223.75 million in unpaid subsidies carried over from earlier periods, based on city finance records.

During his visit, Moreno assured PLM officials that the city would restore and increase the university’s subsidy after years of reduced funding.

He said PLM previously received an annual subsidy of P250 million before his term as mayor, which was increased to P360 million during his second term.

"What they did is lower it to P210 million, hindi pa binigay. Now we raise the subsidy to PLM,” Moreno said.

The mayor said the city government is prioritizing the settlement of unpaid obligations while working to restore predictable and adequate funding for the city-run university, which has flagged financial strain due to delayed and incomplete subsidies.

Moreno added that the city’s finance team has been instructed to study longer-term measures to strengthen PLM’s financial position, signaling that further adjustments to the university’s subsidy may follow as payments are normalized.
