Dual citizenship in the United States may be abolished if Senator Bernie Moreno’s bill, the Exclusive Citizenship Act of 2025, introduced on 1 December, is enacted into law.
The bill prohibits any individual from being a citizen or national of the United States while holding foreign citizenship. According to the proposed measure, this is intended to “preserve the integrity of national citizenship,” emphasizing that allegiance to the United States must be undivided.
The Philippine Embassy in Washington, D.C., has already released an advisory regarding the bill, although it still has to undergo several stages of legislative review.
Once enacted, individuals with dual citizenship would be required to choose only one nationality. They must either submit a written renunciation of their foreign citizenship to the Secretary of State or file a written renunciation of United States citizenship with the Secretary of Homeland Security.
