Philippine Fleet honors retiring NETC deputy commander at Subic

SUBIC BAY FREEPORT — The Philippine Fleet rendered farewell honors to Commodore Richard M. David PN, deputy commander of the Naval Education and Training Command (NETC), during a ceremony at the Naval Operating Base Subic on Friday, 9 January 2026.

David conducted his farewell visit to Fleet Headquarters, where he was accorded military honors by a company-sized formation of sailors.

He was received by Philippine Fleet Deputy Commander Commodore Junjie B. Tabuada PN.

David also paid a courtesy call on Fleet Commander Rear Admiral Joe Anthony C. Orbe PN, during which they discussed initiatives and developments aimed at improving NETC facilities and training programs.

Fleet officials acknowledged David’s significant contributions to the Philippine Navy over the course of his career.

A member of the Philippine Military Academy “Bantay-Laya” Class of 1994, David is set to retire on February 11, 2026, upon completing 35 years of honorable naval service. Throughout his career, he served as commanding officer of several major naval platforms, including BRP Davao del Sur (LD602), BRP Bacolod City (LS550), and BRP Tarlac (LD601).

The farewell visit underscored the Philippine Fleet’s respect and appreciation for David’s leadership, professionalism, and dedication to duty as he prepares to conclude a career marked by service to the Fleet and the Philippine Navy.
