Several targeted traffic management interventions are set to be implemented along Marcos Highway following a joint inspection by multiple government agencies and local government units (LGUs) on 10 December 2025.
The collaborative assessment aimed to identify congestion points and operational bottlenecks along the major corridor in the eastern part of Metro Manila. The review produced an eight-point action plan designed to improve traffic flow, enhance safety, and optimize vehicular movement.
One of the key proposals is a new traffic scheme at the busy intersection of Marcos Highway and Gil Fernando Avenue. This scheme, which will be activated during gridlock, will enable continuous through-movement from Felix Avenue toward Mayor Gil Fernando Avenue and allow controlled left turns from Marcos Highway, supervised by on-site traffic enforcers.
Infrastructure adjustments also form a major part of the plan. Concrete barriers at the KFC U-turn slot will be extended by 100 meters to prevent queue spillover from Nicanor Roxas Street. Several U-turn slots will likewise be reconfigured: the slot in front of Burger King will be closed, while the Jollibee/Goodyear eastbound U-turn will be paved and reopened to accommodate displaced traffic.
The U-turn slot in front of SM Masinag/Dionisio Cornel Medical Center is also slated for closure, with its function to be integrated into the signal phasing at the Sumulong Highway–Marcos Highway intersection.
Signal timing adjustments at the Sumulong–Marcos Highway intersection are being planned to improve coordination. Meanwhile, the Metropolitan Manila Development Authority (MMDA) has already replaced concrete barriers with plastic ones near Sta. Lucia East Mall as of 9 December, with additional signage to be installed in the area.
To ensure cohesive enforcement and unified policy, the plan calls for an inter-agency memorandum of agreement between the MMDA and the concerned LGUs. It also proposes harmonizing truck ban hours across the four LGUs traversed by Marcos Highway and coordinating with private subdivisions to open alternate roads for bypass traffic.
According to the MMDA, these measures are a direct response to the systematic evaluation conducted by the joint team, which inspected key intersections, U-turn slots, and major access points along the highway.
