Sarah Discaya surrenders

Contractor Sarah Discaya surrendered to the National Bureau of Investigation even as she awaits her formal arrest warrant.

In a video uploaded by President Ferdinand Marcos Jr. on Wednesday, he announced her surrender — along with other developments, including the cancellation of Zaldy Co’s passport.

Sarah, one of the major names among contractors implicated in the flood-control probe, turned herself in to the NBI on 9 December.

Authorities said her companies — particularly St. Timothy Construction Corporation, which she owns with her husband — were awarded a flood-control revetment project in Jose Abad Santos, Davao Occidental in early 2022 worth P96.5 million.

The problem: although the project was reported as “completed” and fully paid as early as 2022, site inspections in 2025 showed no visible structure. Locals and the barangay captain said work had only started “2–3 weeks ago.”

Investigators concluded the revetment project was a “ghost” project — no actual construction took place despite documentation certifying completion and triggering full payment.

As a result, the Office of the Ombudsman filed malversation and corruption charges against Discaya, her co-owners, and several officials of the DPWH–Davao Occidental who had certified completion and approved payments.
