BULACAN — Governor Daniel R. Fernando is taking a hands-on approach to tackle persistent flooding in the province. Through Executive Order 16-B, Series of 2025, Fernando has ordered a comprehensive review of all flood control projects in Bulacan, from ongoing works to those completed in the past two years.
The move comes amid ongoing public concern that government funds haven’t always translated into effective flood mitigation. The order directs the DPWH Bulacan District Engineering Office and all contractors involved to submit full documentation of their projects. Everyone — DPWH personnel and contractors alike — must attend a mandatory briefing with the governor.
A technical working group of key provincial officials will spearhead the review. Their tasks include examining submitted documents, conducting site inspections, verifying compliance with approved plans, identifying unfinished or substandard work, coordinating with national agencies, and preparing a detailed, actionable report on the status of all flood control projects in Bulacan.
Governor Fernando stressed the need for stricter oversight, emphasizing that public funds should deliver real, tangible benefits.
“We need to strengthen monitoring and make sure every project is done properly and produces clear results. Plans and papers alone aren’t enough — the people must see real change because these funds are meant for them. We must ensure that every peso is used effectively and not wasted,” Fernando said.
