Governor Daniel R. Fernando issued Executive Order 16-B, Series of 2025, directing a comprehensive review of all flood control initiatives in the Province of Bulacan.
According to Fernando, the EO aims to strengthen accountability, enhance oversight, and improve the efficacy of flood control projects in response to persistent flooding issues despite significant government investment.
He said EO 16-B requires the Department of Public Works and Highways Bulacan District Engineering Office and all contractors involved in flood control projects, including ongoing, pending, or completed works within the last two years, to formally report and submit all necessary project documentation.
All concerned parties, including DPWH personnel and contractors, must also attend a mandatory meeting with the provincial governor.
The order creates a technical working group composed of key provincial officials. The TWG is tasked with gathering and reviewing all submitted documents, conducting site inspections to verify project compliance with approved plans, identifying unfinished or substandard work, coordinating with national agencies, and preparing a complete and actionable report on the status of all flood control projects in the province.
Fernando emphasized the need for stricter monitoring to ensure public funds lead to effective flood mitigation for citizens.
"Kinakailangan nating palakasin ang pagbabantay at tiyakin na ang bawat proyekto ay ginagawa nang tama at may malinaw na resulta. Hindi sapat ang papeles at plano, kailangang makita ng tao ang tunay na pagbabago dahil ang pondo ay para sa mamamayan. Dapat masigurong napapakinabangan ito ng taong bayan at hindi nasasayang," Fernando said.
Through this executive order, the Provincial Government of Bulacan reaffirms its commitment to protecting public funds and ensuring that projects deliver measurable safety and welfare benefits to all Bulakenyos.
