Tulfo seeks lifetime validity of PWD IDs for permanent disabilities

Senator Erwin Tulfo is proposing a lifetime validity for identification (ID) cards issued to persons with permanent disabilities (PWDs), aiming to reduce administrative burdens and affirm government support for inclusivity.

During a public hearing of the Senate Committee on Social Justice, Welfare, and Rural Development on Tuesday, Tulfo emphasized that granting lifetime PWD ID validity is “an act of respect” that acknowledges the permanence of certain disabilities.

“Providing lifetime validity for IDs for those with permanent disabilities is an act of respect. It acknowledges the truth of their condition, reduces administrative barriers, and allows government resources to be redirected to those who need evaluation the most,” Tulfo said. 

“When we make their IDs lifetime valid, we send a powerful and compassionate message,” he added.

Senate Bill (SB) 1405 seeks to amend Republic Act (RA) 7277, also known as the “Magna Carta for Persons with Disability,” to grant permanent PWD ID holders the convenience of lifetime validity.

Tulfo added that the measure “reaffirms the government’s commitment to inclusivity, social justice, and the full participation of persons with disabilities in society.”

“This is a small but meaningful step toward respecting PWDs’ rights, easing their burdens, and streamlining public service,” he added.
