The Aurora Provincial Government is planning to enact a “No Build Zone” ordinance in areas deemed vulnerable, imposing strict penalties on violators — including barangay officials and private individuals who continue construction in high-risk zones.
Governor Isidro P. Galban said the proposed ordinance was discussed during a Rehabilitation and Recovery Meeting on 11 November at the New Capitol Building Training Hall in Baler. The meeting focused on coordinated steps for the province’s recovery following the devastation caused by super typhoon “Uwan.”
Also present were Provincial Administrator Shierwin Taay and representatives from the Aurora Provincial Disaster Risk Reduction and Management Council (PDRRMC) Thematic Area IV — Rehabilitation and Recovery Cluster.
The assembly aimed to consolidate plans across government offices to expedite damage assessment, facility repair and ensure the safety and orderliness of residents in affected areas.
A key step discussed was the Preliminary Rapid Damage and Needs Assessment (Pre-RDNA), a best practice for all Local Government Units (LGUs) to systematically tag properties and prepare for future calamities. The meeting also set a 72-hour timeline for submitting the RDNA report after a disaster, with LGUs required to coordinate with the PDRRMC and submit detailed recovery plans aligned with the Recovery and Rehabilitation Plan 2024–2026.
Topics during the meeting included damage and needs analysis, aid distribution, safety and security, and emergency services. For emergency services, the Provincial Government ordered immediate repair and maintenance of hospitals to ensure continuous essential health services.
