PNPA instructor axed for grave misconduct

The National Police Commission (Napolcom) on Thursday ordered the dismissal of Police Major Anthony France F. Ramos, an instructor at the Philippine National Police Academy (PNPA) in Silang, Cavite, after finding him guilty of Grave Misconduct and Conduct Unbecoming of a Police Officer.

In a statement, the Napolcom said that the disciplinary action stemmed from a sexual assault complaint filed by a PNPA cadet. The cadet accused Ramos of performing an act of oral sex against his will inside the instructor’s quarters on 31 July 2025.

The allegations were supported by sworn statements from responding officers, P/Maj. Jay N. Zamora and P/Cpt. Mark Daniel L. Maraquilla, who reported finding the cadet in distress at the scene.

In its decision, Napolcom ruled that Ramos abused his authority as a superior officer to obtain sexual gratification.

The commission deemed the action to constitute Grave Misconduct under Article 336 of the Revised Penal Code (Acts of Lasciviousness) and a serious breach of ethical standards that brought dishonor to the PNPA and the Philippine National Police.
