The Land Transportation Office (LTO) on Saturday announced that it has released a subpoena against a driver involved in a viral road rage incident in Marikina City.
The incident occurred on 29 October 2025 and involved a white hatchback and a bicycle rider along Mayor Gil Fernando Avenue in Marikina City.
In a video posted by a netizen named Rusman Gianan, the altercation began when the cyclist reacted angrily after hearing a loud horn from the hatchback, saying he was not in the bike lane. The confrontation escalated when the driver of the hatchback, identified as Lord Wally Pangan Miranda, allegedly tried to seize the cyclist’s bike until a traffic officer arrived at the scene.
According to the subpoena released by the LTO, Miranda must appear before the LTO-Intelligence and Investigation Division (IID) on 5 November 2025 at the agency’s office in Quezon City.
The LTO stated that this appearance is part of their investigation, during which all individuals involved will be asked to provide details about the incident.
The agency also required Miranda to bring the car involved for identification and verification purposes, along with his driver’s license and other relevant documents.
LTO Chief Assistant Secretary Marcus Lacanilao emphasized that the agency aims to ensure the safety of every Filipino on the road—one of the reasons they are taking the incident seriously.
“The LTO is focused on promoting road safety for all Filipinos. This is in line with the directive of President Ferdinand R. Marcos Jr. to ensure safer roads and responsible driving, and we are taking this incident seriously,” Asec. Lacanilao said in Filipino. “We will conduct a thorough and impartial investigation to determine the truth and enforce the full force of the law on those found responsible.”
