The province of Nueva Ecija was declared under Stable Internal Peace and Security (SIPS) during a ceremony held at the Sierra Madre Suites, Palayan City, on 28 October 2025.
The Provincial Government and the 84th Infantry “Victorious” Battalion issued the declaration under Provincial Peace and Order Council Resolution No. 01, Series of 2025, citing that government agencies in the province assure peace, order, and inclusive growth.
Vice Governor Lemon Umali led the ceremony, which was attended by officials from the national and local government, the security sector, and civil society organizations.
Atty. Jose Maria Caesar C. San Pedro, Provincial Administrator, gave the opening remarks, followed by a statement of support from Danilo C. Rillera, who represented DILG Region III Director Araceli A. San Jose.
Armed Forces of the Philippines officials present included LTGEN Aristotle D. Gonzalez PAF, Commander of the Northern Luzon Command; BGEN Mario D. Jacinto PA, Assistant Division Commander of the 7th Infantry “Kaugnay” Division; BGEN Eugenio Julio C. Osias IV, Commander of the 703rd “Agila” Brigade; LTC Aries A. Quinto, Commander of the 91st Infantry “Sinagtala” Battalion; and LTC Romy P. Andres, Commander of the 84th Infantry “Victorious” Battalion.
A Memorandum of Understanding (MOU) was signed to further strengthen coordination and collaboration between government agencies in maintaining peace, while Vice Governor Umali awarded Certificates of Recognition to local chief executives, AFP, and PNP for their contributions.
The ceremony concluded with the unveiling of the SIPS marker and the signing of the Pledge of Commitment Wall.
With this declaration, Nueva Ecija reaffirmed its commitment to peace, safety, and the development of a progressive community for all Novo Ecijanos.
