Magalong: Summon ex-Marikina solon to ICI amid alleged P300-M MAIP allocation

Baguio City Mayor Benjamin Magalong has proposed that former Marikina Representative Stella Quimbo be summoned by the Independent Commission on Infrastructure (ICI) to clarify her alleged allocation of P300 million under the Department of Health’s (DoH) Medical Assistance for Indigents Program (MAIP).

In a recent interview, Magalong said he was surprised to see a document indicating Quimbo had been allocated a substantial amount of the MAIP funds, raising concerns about equitable distribution.

“One of those they should invite there is former Cong. Stella Quimbo,” Magalong said. "I was surprised, I saw a document for DoH MAIP funds. Shouldn't it always be equitable distribution? But surprisingly, she has P300M that was allocated to her. That's how powerful they are."

Magalong confirmed seeing the document, though he noted it remains "subject for validation." He stressed, however, that the allocation appeared inconsistent with the principle of fair distribution.

The ICI is currently investigating irregularities in flood control projects under the Department of Public Works and Highways (DPWH) and has already summoned several personalities as resource persons.

Quimbo has not publicly responded to the allegations as of this writing.

The former representative has also been identified by Navotas Representative Toby Tiangco as a member of a "small committee" that allegedly made several insertions in the 2025 national budget.

Records further show that Quimbo implemented four infrastructure projects in her district through companies owned by controversial contractors Sarah and Curlee Discaya, who have been linked to budget anomalies.

Quimbo served as the representative of Marikina City’s 2nd District from 2019 to 2025.
